Mark Smith
Director
Mark is the Founder of the Right of Way Group. Over 20 years of experience in Right of Way Negotiations and Project Management. Former Right of Way Agent with the North Carolina Department of Transportation’s Division 6 Right of Way Office in Fayetteville, NC. Mark has negotiated over 2,000 claims in his Right of Way career. Licensed NC Real Estate Broker in Charge.

Tracy Clark
Regional Manager
Tracy has over 30 years of NCDOT experience in construction, surveying and Right of Way. Former NCDOT Assistant State Negotiator for the Right of Way Branch. Strong background in Right of Way Acquisitions, Project Management and Delivery, Policy Development and Implementation as well as Federal Compliance.

Brett Mitchell
NCDOT Project Manager
Brett is the project manager for all of The Right of Way Group's NCDOT projects. Brett is responsible for managing the team to ensure each project is completed in a timely manner. Brett has been called on numerous times by the NCDOT to complete complex acquisition claims. Strong background in Project Delivery and Right of Way Acquisitions.

Meredith Muddiman
Relocation Coordinator
Meredith manages the Relocation Department and provides oversight and training for the Relocation Agents. Strong background in FHWA guidelines.

Erin O'Kane
Manager, Special Projects
Erin is a former Assistant Attorney General for the State of North Carolina working as a litigation attorney for the Department of Transportation, on acquisitions and eminent domain. She will focus her attention on NCDOT agency-wide projects, agency policies, procedures and providing assistance statewide to DOT ROW personnel and consultant agents with claim evaluation, complex appraisal and valuation issues, and presentation of proposed settlements to necessary DOT leadership boards for consideration and approval.

Donna Allen
SCDOT Project Manager
Donna has over 20 years of SCDOT Right of Way experience. Former SCDOT Right of Way Agent. Strong background in Right of Way Acquisitions, Project Management and Delivery. Donna is responsible for managing the team to ensure each project is completed in a timely manner.

Managing Appraiser
Don manages the Appraisal Department and provides oversight and training for the Appraisal Section.
